The papers also include a letter from Calvin Coolidge to F.A. Welch thanking him for his work during World War I (1919); and an honorable discharge and memorial to Frederick G. Morrison.

Congress passed a resolution creating a national weather service on February 9, 1870, and it was signed into law by President Ulysses S. Grant. This new law directed the Secretary of War to take meterological observations and provide warnings of approaching storms. The Brevet Brigadier General Albert J.
